The Project Manager is responsible for the management, implementation and/or administration of assigned District projects. This role provides technical review, project management and support, customer support, and contract development for the District’s various environmental funding initiatives, programs and/or projects.
Job Duties Include:
- Serve as Project Manager for program projects.
- Assist in implementing the administration of the District’s Environmental Projects Program.
- Assist cooperators with the development of projects prior to submittal.
- Work with Federal, State and Local governments as well as cooperators.
- Prepare executive memos, contracts and memorandum of Agreements (MOA) for signature.
- Manage contracts, deliverables, timelines, prepare reports, and close contracts and MOAs.
- Manage invoicing, payments, re-imbursements, budgets, and budget analysis.
- Collaborate with permitting staff to endure permitting compliance as an integral part of the project management responsibilities.
- Participate on various district science, database, and project review teams.
- Compile and draft technical analysis, scientific and white papers documents.
- Perform duties of public speaking and outreach engagements to promote public awareness of District Programs and attend workshops, seminars, and webinars.
- Respond to requests for project reviews.
- Perform environmental field work and program compliance assessments in the field.
- Organize and maintain client files and databases.
- Develop and maintain partnerships and interagency collaborations.
- Perform other duties as assigned.
Senior Project Manager Duties:
- Provide guidance, coordination, and administration of water resource and agriculture related projects.
- Participate in project team outreach and planning meetings. Conduct project meetings for input, discussion, and problem resolution.
- Manage project execution to ensure adherence to budget, schedule, and scope.
- Develop technical scope of works and collaborate with internal stakeholders.
- Coordinate with District staff, cooperating agencies, contractors, and the public as needed, in order to complete project tasks.
- Assist in the creation of solicitations (ITB, RFP, RFQ), requisitions, task work assignments, purchase orders, contracts, and other documents related to contractual services.
- Understand and apply established policies and procedures, organizational tools, and technical requirements for the management of projects.
- Review and analyze District and contractor documents and technical work products and reports.
- Provide reporting of project statistics to FDEP, District management, and other District staff.
- Develop and manage budgets for projects, including tracking of funding sources, authorization of payouts to vendors, and other financial stakeholders based upon project milestones or contract requirements.
- Prepare and deliver presentations regarding District related water resource projects to the Governing Board, senior staff, the general public, private consultants, and state and local units of government.
- Prepares Governing Board memos and supporting documentation.
- Make recommendations on land acquisitions.
- Participate in District emergency management activities and other department activities as needed.
- Manage grants and assist with application submissions.
- Perform some of the following duties specific to the assigned District Office:
- Provide guidance, coordination, and administration of water resource and agriculture related projects.
- Assist with mapping of project locations and additional project data on ArcGIS database.
- Conduct onsite planning, design and construction inspections, as needed.
- Perform other duties as assigned.

Base Salary: PMI - $45,801.60, PM II- $49,462.40, PM III $57,678.40, Sr PM- $67,288.00
