Professional Engineer:
The Professional Engineer performs one or more of the following: prepares, oversees, and/or certifies the preparation of analyses and designs for engineering projects in water resource, environmental, civil, hydraulic, agricultural, or other related fields of engineering; engineering analysis, planning, design and/or manages engineering construction, maintenance and operation projects; engineering reviews of applications, plans, and calculations, and/or may serve as a task manager within major projects.
Job Duties Include:
- Ensure projects are consistent with District project goals and compliant with National, State, and District rules.
- Review and certify the work of other engineers as required by Florida Statutes. Supervise junior engineers as needed to ensure professional development.
- Provide interagency coordination and represent the District.
- Use engineering skills, education, and experience to assist other District programs or to provide technical assistance to external customers.
- Conduct construction and other site inspections on all related projects.
- Coordinate with District’s legal staff to ensure compliance with applicable statutes and rules and assist with enforcement proceedings.
- Prepare Board materials, including technical staff reports, memos, Final Orders, exhibits, and location maps.
- Prepare and deliver presentations.
- The responsibilities for this position include ensuring compliance with and enforcing the District’s rules adopted pursuant to Ch. 373, Fla. Stat. In this regard, when required, this position shall do the following concerning possible rule violations: perform field inspections, prepare written reports, send inquiry/compliance letters, make recommendations on the issuance of stop work orders, make recommendations on whether rule violations exist, make recommendations on punitive and/or remedial actions to be taken.
- Perform administrative and technical review of surface water model simulations, engineering plans and calculations.
- Conceptualize, specify/scope, execute and/or provide technical direction and review of modeling applications to further District goals and objectives. Supervise other staff or contractors in the collection of data for model development, parameterization and documentation, and the application of models to various for District programs. The type of model may vary depending on the education and experience of the engineer.
- Inspect project sites and properties for projects, perform public assistance pre-application meetings and compliance inspections.
- Provide guidance, assistance, and instruction to staff performing permit application review and responses to public questions or complaints.
- Respond to public regarding public record requests, construction, flooding, and water quality; assist public in developing application package.
- Work with and assist Environmental Scientists with on-site field inspections, public assistance, and clarifying construction plans and District rules.
- Develop, coordinate, and manage major water quality, water supply, flood improvement, and natural system projects to address related District goals.
- Communicate with cost-share applicants and conduct field visits of project sites to collect data and determine compliance status.
- Perform modeling, data collection, and analysis for District engineering projects.
- Analyze hydrologic, hydraulic, and engineering data for water quality and supply projects.
- Use standard engineering methodology for calculating stormwater runoff, floodplain/floodway analysis, groundwater recharge, and surface water storage.
- Perform other duties as assigned.
Senior Professional Engineer is responsible for the duties above PLUS listed additional duties:
- Coordinate outreach with internal and external stakeholders on project related issues.
- Manage and provide assistance to team members on special and complex
- Assist in the development of budgets.
- Coordinate project related activities between all of the offices within the District.
- Manage submitted agricultural and environmental projects, and District projects as well as other complex major projects.
- Prepare and approve invoices and track expenditures.
- Perform engineering analysis, planning, design, and management of engineering construction projects.
