Job Summary:
The Regulatory Environmental Scientist position supports District regulatory programs and/or activities and ensures environmental compliance under Florida Statutes. This position communicates regulatory requirements with the public, conducts wetland delineations, evaluates and/or analyzes soils and vegetation data, and describes findings in technical staff reports in order to meet regulatory goals and timeframes.
Job Duties Include:
ES I:
Performing field compliance inspections by land or from watercraft
Conducting field reviews of simple projects or permit applications, including evaluating soils, vegetation, and/or hydrologic indicators
Assisting the public and local governments with environmental compliance
Identifying wetland soils and vegetation, and familiarity with the Uniform Mitigation Assessment Method (UMAM)
Perform some of the following duties specific to the assigned District Office:
Enforces the District’s rules adopted pursuant to Ch. 373, Fla. Stat. In this regard, when required, this position shall do the following concerning possible rule violations: perform field inspections, prepare written reports, send inquiry/compliance letters, make recommendations on the issuance of stop work orders, make recommendations on whether rule violations exist, make recommendations on punitive and/or remedial actions to be taken. Therefore, this position is considered a code enforcement officer for this District.
Reviews Environmental Resource Permit (ERP) applications for environmental compliance and prepares technical staff reports of findings
Communicates regulations effectively with the public
Documents complaints, recommends solutions, and ensures completion of corrective actions
Performs site inspections of projects and reviews plans to determine compliance with permits
Meets with applicants, engineers and environmental consultants, in person and by phone, to discuss regulatory requirements
Participating in policy and rulemaking process
Providing input to the compliance and enforcement process
Provides interagency coordination and representing the District as needed, including giving presentations as needed
Reviews Water Well Permit applications for compliance with applicable water well construction criteria
Manages complaints by responding to phone calls, reviewing site history, conducting site visits, and corresponding with landowners and consultants
Reviews and monitors wetland mitigation projects
Perform other duties as assigned
ES II:
All Level 1 examples of work performed in addition to the following:
Conducts field reviews of moderately complex projects or application materials, including evaluation of water quality, soils, vegetation, and/or hydrologic indicators
Prepares and delivers presentations on ERP topics at public meetings and education or outreach opportunities
Sends inquiry/compliance letters, makes recommendations on the issuance of stop work orders, assesses whether rule violations exist, makes recommendations on punitive and/or remedial actions to be taken
Conducts Uniform Mitigation Assessment Method (UMAM) determinations
Conducts wetland delineation and identification
Evaluates complex compliance cases and reports findings to supervisor
Perform other duties as assigned
