Environmental Scientist III or Engineer II - MFL

DUTIES AND RESPONSIBILITIES:  The position requires competency in engineering and/or hydrologic principles related to surface and ground water systems, irrigation technology, potable water systems, well construction, pumped system hydraulics, and open channel flow hydraulics.  Specific duties include, but are not limited to, the following:

• The employee handles engineering and/or hydrologic aspects of minimum flows and levels establishment and implementation for various water bodies
• Application of numerical models for both surface and ground waters
• Responsible for developing and refining, as necessary, analytical tools and models for use in the establishment/implementation of minimum flows and levels on various water bodies.
• Provide technical guidance on the appropriate development, implementation, and application of these models, both in-house and by contractors.
• Conduct groundwater modeling to assess compliance or potential impacts from pumping to natural systems or existing legal water users
• Participating in policy and procedure development for implementation of minimum flows and levels
• Convey in an audience-appropriate manner technical information related to the hydrology of the District and its Programs to the general public, private consultants, and state and local units of government.
• Assist as needed with field work for data collection to support District programs.
• Manage external projects conducted by public and private consultants.
• Review of District and Contractor documents and technical reports.
• Provide hydrological, statistical and related background and support to development of technical rule criteria and implementation methodologies.
