Job Summary:
The Water Supply Office Chief serves as a technical expert for the water supply planning process and is responsible for making strategic and technical decisions and recommendations that directly impact regional water supply. This position supervises technical staff, performs technical review and analysis, engages with local and regional stakeholders on water supply, and coordinates all aspects of programs pertaining to water supply planning, hydrogeologic investigations, and hydrologic modeling.
The Water Supply Chief reviews technical scopes of work and data products relevant to hydrologic modeling and assists with the implementation and interpretation of models to support core District functions, including water supply, minimum flows and minimum water levels, permitting, and projects.
Job Duties Include:
- Manage the Water Supply Office and staff, providing direction, oversight, administration, mentorship, and employee development within the office.
- Implement the District’s water supply planning program in coordination with the Water Use Analyst.
- Engage with local and regional stakeholders to develop regional water supply plans, including the development of water supply options to meet regional water demands while sustaining natural systems.
- Perform and support the analysis, interpretation, coordination, and review of water use data, hydrogeologic data, and other data sets relevant to water supply planning and hydrologic modeling.
- Ensure data sets related to water use, projected demand growth, reuse flow and conservation potential are maintained and available for analysis to inform District decisions.
- Analyze data and develop presentations that effectively convey water supply planning, hydrologic modeling, hydrology, and hydrogeology information.
- Develop Water Supply Assessments and Regional Water Supply Plans, including writing selected chapters and text, documenting quality control, coordinating internal and external reviews, and representing District at meetings.
- Implement the District’s modeling program in coordination with the Senior Engineer/Scientist; ensure groundwater model files are available for staff use.
- Assist with the development and interpretation of analyses using the District’s groundwater model; develop and analyze data sets to improve the District’s understanding of regional hydrogeology to support District priorities.
- Perform field evaluations to understand regional hydrogeology, evaluate questions relevant to the Office of Water Supply, and support water supply project implementation.
- Maintain Office of Water Supply work plan and budget; develop and track budget.
- Develop scopes of work for internal and contracted projects; ensure contracts and tasks are implemented to support the functions of the Office; continuously seek to improve processes.
- Ensure best practices are followed by maintaining awareness and knowledge of developments in the fields of water supply, modeling, hydrology, and hydrogeology.
- Represent water supply and hydrologic modeling with external stakeholders and provide customer outreach; participate in intergovernmental coordination meetings.
- Perform other duties as assigned.
- This position provides the day-to-day supervision of the other employees in the Office of Water Supply of the District. Such supervision includes preparing employee evaluations for the Executive Director’s review and making recommendations to the Executive Director for the hiring, firing, promotion, discipline and salary of such employees. Therefore, this position is considered the human resource assistant manager for this office.
