Regulatory Hydrologic Data Collection Specialist V

The Regulatory Hydrologic Data Collection Specialist supports District water well, water use, and environmental compliance regulatory programs and ensures compliance under Florida Statutes. Duties associated with this position are primarily performed in the field (approximately 70% of the time). This position communicates regulatory requirements with the public; oversees water well construction, repair, and abandonment activities; conducts field inspections of existing wells, pumps, and irrigation systems; assists with environmental compliance site assessments; and describes findings in summary reports, database entries, and in a GIS format.

Job Duties Include:

  • Reviews applications for water well construction, repair, and abandonment permits.
  • Collects GPS locations of wells and pumps and updates District maps and databases. 
  • Performs field compliance inspections by land or from watercraft. Work will be performed in difficult terrain and in all types of weather conditions.
  • Conducts field inspections of complex projects or permit applications, including well drilling or abandonment operations.
  • Performs flow measurements and maintains telemetry sites associated with agricultural irrigation systems.
  • Assists the public and local governments with regulatory compliance.
  • Performs some of the following duties specific to the assigned District Office:
    • Enforces the District’s rules adopted pursuant to Ch. 373, Fla. Stat. In this regard, when required, this position shall do the following concerning possible rule violations:  perform field inspections, prepare field assessment reports, send inquiry/compliance letters, make recommendations on the issuance of stop work orders, make recommendations on whether rule violations exist. Therefore, this position is considered a code enforcement officer for this District.
    • Communicates regulations effectively with the public and manages complaints by responding to phone calls, reviewing site history, conducting site visits, and corresponding with landowners and engineers and environmental consultants.
    • Documents complaints, recommend solutions, and ensures completion of corrective actions.
    • Performs field inspections of projects and reviews plans to determine compliance with permits.
    • Perform other duties as assigned
